Book nowDaler Juma was appointed as the Minister of Energy and Water Resources of the Republic of Tajikistan in November 2020.
Under Minister Juma’s leadership, the Ministry of Energy and Water Resources of Tajikistan has been advancing cutting-edge clean energy technologies, further expanding the country’s clean energy resources and exports and working toward the vision of the President of Tajikistan to build an equitable clean energy future for Tajikistan and the region of Central Asia.
Since assuming office, Minister Juma has overseen major reforms, including unbundling the national utility company into generation, transmission and distribution companies, bringing contract management to the distribution company as part of the ongoing enhancement of the corporate governance and building capacity for energy sector regulator. He has also stepped up implementation of initiatives to increase energy efficiency and to reduce losses by scaling up installation of smart meters nationwide starting with a pilot project in Khujand area which replicates good examples from Pamir Energy. In addition, Minister Juma is leading the ongoing financial restructuring in order to recover the energy sector of Tajikistan.
From 2017 through November 2020, Minister Juma served as the Regional CEO of Industrial Promotion Services (IPS) and energy portfolio for Asia of the Aga Khan Fund for Economic Development (AKFED). Prior to this, he served as the Director General of Pamir Energy Company, which was established in 2002 based on a Public Private Partnership (PPP) model between the Government of Tajikistan and AKFED.
As the Regional CEO for IPS ASIA’s Energy Portfolio, Minister Daler Juma led the overall mission and strategy of bringing clean, reliable and affordable electricity to some of the world’s most remote and mountainous regions in eastern Tajikistan, northeastern Afghanistan and northern Pakistan.
As the Director General of Pamir Energy Company for 13 years, Minister Juma led the growth of the company to become a sustainable and successful PPP model enterprise, providing clean, reliable and affordable electricity to more than 98% of the population of VMKB province of Tajikistan and to over 50,000 people in northeastern Afghanistan.
Minister Juma received his executive education from the Harvard Business School and professional development studies degree from the Kenan-Flagler Business School of the University of North Carolina, Chapel Hill. He also holds a diploma in engineering from the Tajik Technical University in Dushanbe and a diploma in economics from Khorog State University, Tajikistan.
